Aftercare/Prevention/Truancy

OVERVIEW: The Community Management Services (CMS) program, in operation since 1984, offers a daily face-to-face contact and supervision model in the home community, as well as, 24 hour 7 day a week emergency intervention availability. CMS utilizes the sociological principles of the Glen Mills Residential program, as well as, the Balanced Approach Restorative Justice (BARJ) principles of accountability, competency development and community protection.

PURPOSE: The purpose of the program is fourfold: (1) to reduce overall recidivism for those returning from residential placements by providing additional structure to sustain the growth and change made in placement, (2) to provide “at risk” youth the opportunities and personal skill development to avoid further involvement with the system, (3) to monitor school attendance for youth identified with chronic truancy issues and (4) provide structure and accountability for youth being processed through the juvenile system.

POPULATION SERVED: CMS services adjudicated and non-adjudicated youth between the ages of 12-18. Targeted groups being served fall into three basic categories: (1) post placement aftercare, (2) prevention that includes pre-adjudicated and predispositional cases, and (3) truancy.

AFTERCARE: Provides for reintegration services for youth who have completed a residential placement. This program includes the implementation of the transition plan and is accomplished by daily face-to-face contact and supervision. In addition to case management services they shall receive assistance in school reentry, employment search, as well as, individual counseling and family meetings. Staff is available to students on a 24 hour basis for crisis intervention.

PREVENTION: Pre-placement services for those youth identified as being “at risk” in the community, as well as, those in pre-adjudicated or pre-dispositional status waiting further court involvement. Regular case management services described above will be utilized.

TRUANCY: This component specializes in students who have been identified as having chronic school truancy issues and /or nonattendance issues. Daily visits are made to the home to insure compliance with court directives regarding attendance. Community management workers facilitate preparing the student to go to school and report non-compliance to the court
